Cyprus offers a fast-track permanent residence permit under Category 6(2) of the Aliens and Immigration Regulations. The principal route requires a qualifying investment of at least EUR 300,000 in Cypriot real estate, an approved fund, or a Cypriot company employing five or more local staff.
The permit is granted for life, includes spouse and dependants, and does not require continuous physical presence — a single visit every two years is sufficient to maintain status.
The non-dom regime: 17 years of structural tax relief.
Individuals who become Cyprus tax residents but are not domiciled in Cyprus enjoy a full exemption from Cypriot tax on worldwide dividends, interest and rental income for 17 consecutive years. There is no Cypriot tax on capital gains, with the narrow exception of gains on Cypriot real estate.
Tax residency can be acquired under the standard 183-day rule or the more flexible 60-day rule, which requires no other tax residency, a Cypriot home and Cypriot business or employment ties.
