Program Overview

Citizenship of Dominica.

Dominica has operated a citizenship-by-investment program since 1993 and is widely regarded as one of the most cost-efficient routes to a respected Commonwealth passport. Applicants may contribute to the Economic Diversification Fund or co-invest in approved tourism real-estate developments.

The Commonwealth of Dominica should not be confused with the Dominican Republic — they are entirely separate countries with separate passports and treaty networks.

Taxation

Territorial taxation with no global wealth reporting.

Dominica applies a territorial tax system. Income generated outside Dominica is not taxed locally for individuals who are not Dominican tax residents.

There is no tax on capital gains, no wealth tax, no gift tax and no inheritance tax. The country has elected to engage with international transparency frameworks while preserving its territorial regime intact.
