Residence-based taxation — citizenship alone does not trigger German tax.
German personal income tax applies to worldwide income only for individuals who are German tax residents — broadly, those with a residence or habitual abode in Germany. Non-resident German citizens are taxed only on German-source income.
The personal income tax scale is progressive up to 45%, plus solidarity surcharge and (where applicable) church tax. Germany maintains one of the world's most comprehensive double-tax-treaty networks.
