Latvia grants a five-year, renewable temporary residence permit to investors who acquire qualifying Latvian real estate with a cadastral value of at least EUR 250,000. The property is purchased outright and registered in the applicant's name, making it a tangible asset rather than a sunk fee.
A modest one-off state fee (currently 5% of the property value) is payable on application. After ten years of legal residence the permit holder may apply for permanent residence and, in due course, Latvian — and therefore EU — citizenship subject to language and integration requirements.

Latvia taxes residents on worldwide income at progressive personal rates and uses a unique corporate tax model that defers tax until profits are distributed. For individuals who maintain non-resident status while holding a Latvian residence permit, only Latvian-source income is taxed.
Latvia is bound by EU directives and the OECD treaty network, which provides predictable relief from double taxation for relocating professionals and entrepreneurs.
