Program Overview

Residence of Malta.

Under the Malta Permanent Residence Programme (MPRP) we structure the qualifying real-estate component around the purchase of a Maltese residential property with a minimum value of EUR 300,000 (or EUR 350,000 outside the South of Malta / Gozo). The property is held in the applicant's name and may be occupied, leased or retained as an investment after the five-year minimum holding period.

Alongside the property purchase, applicants pay the statutory government contribution and an administrative fee, and make a small charitable donation. Approved applicants and their dependants receive lifetime EU residence and visa-free Schengen travel.

Taxation

Remittance-basis taxation for non-domiciled residents.

Maltese residents who are not domiciled in Malta are taxed only on Maltese-source income and on foreign income actually remitted to Malta. Foreign capital gains are entirely outside the Maltese tax net, whether remitted or not.

An annual minimum tax of EUR 5,000 applies to non-domiciled residents with substantial unremitted foreign income. Malta operates one of the largest double-tax treaty networks in the EU.

  • Annual EUR 2,000 donation to a Maltese NGO
  • Comprehensive private health insurance for all dependants
Roadmap

    Submission

    Formal application filed with the Residency Malta Agency through a licensed agent.

  3. Month 3 – 5

    Due diligence

    Four-tier background checks completed by the agency.

  4. Month 5 – 6

    Approval in principle

    Letter of approval issued; property purchase completed and contribution paid.

  5. Month 6 – 8

    Residence cards

    Biometrics taken in Malta; permanent residence cards issued for the entire family.
